Late February 2012
Weird guy in front of the house

A white male wearing a mainly black Caterpillar "CAT" winter jacket, a dark hoodie, and blue jeans is seen standing across the street watching the house. He is standing still in the snow on the front lot of 906 Elsmere Avenue with his arms at his sides, staring. He's noticed when a resident goes to the front of the house to check for mail. The individual stands across the street for approximately five minutes and then leaves. He was not seen leaving and no one else was seen. It's chalked up to "weird."

Early March 2012
Weird guy is back, this time in the alley

A white male wearing a mainly black Caterpillar "CAT" winter jacket, a dark hoodie, and blue jeans is seen standing and/or pacing at the northern entrance to the alley between Elsmere Avenue and Marentette Avenue. This alley runs behind our home but the individual was across Niagara Street, on the northern side. On one visit, he was present for approximately five minutes after being noticed. On another, he was present for less than ten minutes. This is the same male from late February but now we're assuming he's a customer of the drug dealer Terry Kozub like most of the quick visit skids seen using the alley behind his home at 883 Elsmere Avenue.

A white male wearing a mainly black Caterpillar "CAT" winter jacket, a dark hoodie, and blue jeans has been seen around our home three times during the two weeks preceding this incident. He was memorable because of his out of place nature and distinctive jacket. We are in the basement cold storage room cleaning when we hear yelling, then see this individual walking west on Niagara Street. He is gesturing towards the house and/or security cameras mounted on the house while shouting obscenities. He seems very angry.

As he nears the corner of the lot, he leaves the side walk and approaches the rear of one of our vehicles. He has something in one hand and places the other on the trunk as he bends forward at the waist. Once finished with his task, he walks into the alley behind the home and holds the device he is carrying, which appears to be a cell phone, in front of him while facing the house. He seems to be taking one or more pictures.

Upon seeing this person place a hand on a vehicle, one of the residents runs upstairs while telling his wife to grab a phone and follow him. He puts his shoes on and heads outside using the back door. The male in the "CAT" jacket hears or sees the resident approaching the back door of the home and begins to leave. He walks west on Niagara until reaching Marentette Avenue, then begins to jog towards Howard Avenue and disappears.

Burn it down

A resident is in his backyard with his dog. A balding white male wearing a dark blue shirt with darker blue trim, baggy blue jeans, and running shoes walks east on Niagara Street. He retrieves a cell phone from his pocket as he crosses the alley and immediately begins speaking very loudly. He starts with "Hey," then asks if "You know the guy with all the cameras around the house?" There is a brief pause, then "The house with all the fucking cameras. On the corner. The fucking guy with all the cameras." Another pause, then "Fuck him, he beat the bitch."

Hearing all of this while standing in his backyard less than seven meters away, as intended by the aggressor, the resident interjects with "Hey Buddy, How's it going?"

The resident is immediately challenged to a fight during which, he is told, he will be "ripped the fuck apart" for beating women. The offer is calmly declined with a raised brow and silence. This elicits some fifth grade macho derision before the challenger departs. As the man walks south on Elsmere Avenue, he can be heard saying "burn the fucking thing to the ground."

I'll take care of you if the Judge won't

A preliminary hearing into the events of March 21, 2012, postponed on August 13, is scheduled for October 4 at 10 A.M. One of the residents has been working outside of the city and arrives home to attend these proceedings the following morning. She and her husband begin carrying the contents of her vehicle into the house. A balding, short dark haired white male on a black and green mountain bike has been circling the Niagara Street/Marentette Avenue intersection since, at least, their greeting after she arrived and parked. The unknown male is wearing a dark hoodie with a "CAT" logo on the left breast, blue jeans, and white/grey running shoes.

The male resident gathers additional items from his wife's vehicle alone on his second trip. As he collects a bag from the back seat, the unknown male on a mountain bike heads east on the sidewalk quickly at first, then brakes. The skidding sound attracts the resident's attention and he looks in the direction of the noise. It is quickly followed by a male on the mountain bike speaking in a loud voice, "Fuck you Buddy, you're goin' down."

CP 2012-65971 - Hood down, CAT walk

A resident is returning home in his vehicle, turning into the alley used to access his parking pad when he sees a white male wearing the Caterpillar "CAT" winter jacket with his hoodie down and face clearly visible. The person wearing the unique jacket is the same white male that came by on August 18 and then repeatedly on October 3rd. The man is talking with witness for the Crown Amanda Herba, witness for the Crown Rikki Renee Reid, and Norman Valley long the side of 900 Elsmere Avenue.

The resident calls police and requests assistance, referencing the October 3 incidents. Ms. Reid sees the resident watching the conversation and the group disperses. Ms. Reid and Ms. Herba walk west on Niagara Street and then turn north on Marentette Avenue, leaving Peter O'Quinn's family van parked at 900 Elsmere. Mr. Valley enters his apartment and the white male in the "CAT" jacket runs west on Niagara to Marentette, then heads south.

The residents come home late at night after Christmas celebrations and visiting to find a swastika symbol in the snow behind their parking pad. One of them becomes visibly upset and decides to photograph the symbol before parking. After unpacking the car, they review the security footage to see what happened.

An unknown person is walking east on Niagara Street wearing a dark hoodie, dark jacket, and blue jeans. He stops beside the north-west corner of the lot to stomp a swastika in the fresh snow. The symbol spans the distance between the curb and sidewalk, approximately two meters square. The police are called to document the incident.

Did you get the message?

A resident is in his backyard on the patio barbecuing. A white male wearing a dark hoodie, dark jacket, and blue jeans walks east on Niagara Street with a friend wearing a baseball cap. He's recognized by the homeowner as the individual from August 18, October 3, and October 18. The friend is recognized from his visit on October 3.

After the resident is noticed, the male in the hoodie brags to his friend about what he had done the night before, taking time to describe the symbol, location, as well as the effort it took to create. While the previous night's activity is described, each intermittently glance at the resident in his backyard. The friend laughs, then the two begin loudly recounting various accusations about him, as relayed by Rikki Renee Reid, and what they might enjoy doing to him.

CP 2013-3605 / GO 2012-83776 - That’s the guy

A resident is leaving for the library to return some items when the unknown male comes by. He is wearing a dark jacket that has a hood or he is wearing a hoodie underneath the jacket. As the man walks east beside the home, he offers his opinion of the resident and his alleged actions as described by witness for the Crown Rikki Renee Reid. He concludes by describing the violence he will visit upon the justice system participant in the coming months and how much he will enjoy doing so.

Mindful of the identity issue continually raised by the police when explaining their inability to end the harassment and intimidation, the resident follows the person at a distance to a Tim Hortons located at the intersection of Wyandotte Street and Marentette Avenue. After observing him place an order and then sit down, the resident returns home to contact the police with a description of the person and his location.

Two police officers eventually arrive and the history of contact with this individual is briefly described. The officers go to Tim Hortons, find the man described, question him and then identify him. Upon returning to the victim's residence, they ask further questions about the unknown male's appearance and clothing. Satisfied that they have identified the person described, they inform the complainant that an investigator, possibly a detective, will be in contact within a few days.

The residents are almost finished cleaning up the back patio and moving a few things between the shed and basement. The outside lights are on. One of them is closing the blinds in their dining room when she sees the same unknown male who made the swastika symbol in the snow walking beside the house carrying Tim Hortons takeout. He is wearing a hoodie, the "CAT" jacket, jeans, and beige boots with black toes and soles. He keeps his head down and turned away from the surveillance cameras and/or the spotlight. We haven't seen him wearing the Caterpillar "CAT" jacket since October 18.

The same unknown male who made the swastika symbol returns to create a much smaller one in the fresh snow on the sidewalk beside the north-west corner of the lot with his shoe. He's wearing his "CAT" jacket again, jeans, and beige boots with black toes and soles. A resident sees him and stands at a window watching him. The man notices the resident in the window and turns to face him while pausing momentarily to light a new cigarette with his finished one, smiles and gives him the middle finger, then continues east on Niagara Street. While walking, he throws his finished cigarette into the yard. We begin referring to him as "CAT boy".

A few calls have been made to the non-emergency police contact number since January 21 to inquire when or if an investigator will be contacting the residents. No one has followed up on the identification made on January 15. As required by the Windsor Police Service, another formal complaint is made regarding the second swastika symbol and CAT boy's repeated, threatening visits. A DVD with picture and video evidence is dropped off at police headquarters.

Kicking the can down the road

A partially flattened pop can with a raised, sharp edge is found beside the residents' parking pad on the short driveway used to access the alley. It is directly behind a vehicle tire, positioned so that it will be driven over. It's picked up and placed in a recycling bin.

Later in the day, a review of the previous night's security camera footage shows CAT boy walking west on Niagara Street wearing a dark hoodie, dark jacket, and jeans while carrying a beverage cup tray. As he walks past a tree, he notices a can lying on the ground. He retrieves it using his feet and proceeds to kick it along the length of the sidewalk until he reaches the alley. He positions it with his foot, then continues west.

He directs the phone, now being held in his left hand while walking away, at the house until out of sight.

He has stopped to speak with Norman Valley and Rikki Renee Reid, who are both outside with Mr. Valley's son.

The resident's wife returns from the store shortly after this conversation begins. She's informed of what is occurring and she retrieves her camera to take a picture of the group discussion. Unfortunately, upon seeing the activity at our house, CAT boy leaves the area and the opportunity to take a picture of them together is lost.

There was a house fire near the Niagara Street and Marentette Avenue intersection. Sirens were heard and the fire trucks were seen driving by the house, so the residents went outside to see what was going on. While they were standing off to the side watching what was going on, one of the residents looks over at a man who was approaching them. She recognizes him as CAT boy. They make eye contact and he mumbles under his breath for her to stop staring at him ("That's right, don't you fucking look at me"). Her husband hears this and turns to see who is speaking. He recognizes CAT boy as well. There are two police vehicles as well as many other emergency vehicles and personnel in the direct vicinity.

They watch as he continues walking past their house. As he approaches the alley that runs behind their home, he removes a device from his pocket and begins fiddling with it. As he reaches the tree, he shines a light that he has turned on towards the residents and their neighbour while crossing Elsmere Avenue and continues east on Niagara. They return home and get in the car to try and follow him, but are unsuccessful.

When they return home, they spot CAT boy, this time he is walking with an older woman and they are near the scene of the house fire. They split up and the woman walks towards their house and CAT boy remains on Marentette. They engage in conversation with the woman and learn that she does know CAT boy and she begins to utter racial comments in one of the resident’s direction. During this time, CAT boy had been watching from across the street in front of the alley entrance. It is assumed that she must be his mother as she seemed very protective of him and was as racist towards the resident as he was.

Police respond to a call from distraught woman living on Howard Avenue that has told them that the male resident, someone with whom her son - the male party to the complaint - has had issues with in the past, attempted to run down her son in the alley behind their home.

The officers speak with the female resident at the rear of our lot first, then her husband as he finishes barbequing. The woman is described as upset and crying uncontrollably. The two responding officers recognize the male resident from the January 15, 2013 call and, during the course of the conversation, inform us that the male complainant is the same individual they identified in a Tim Hortons on January 15, 2013 at the resident's request.

He pulls a device from his pocket as he approaches the rear of the residents' lot, then proceeds to flash a light at a side window while continuing east on Niagara. As he walks, he flashes a light or takes pictures using a flash. He then heads north up Elsmere Avenue.

A resident is getting ready to take his dog outside and sees this. He immediately gets into his car and drives to the Tim Hortons at the Marentette Avenue and Wyandotte Street intersection. When CAT boy has come by flashing a light or taking pictures in the past, he has mostly turned north onto Elsmere as he makes his way back to Marentette Avenue. He goes out of his way to walk by the resident's home.

The resident photographs CAT boy walking north on Marentette Avenue, after walking by his home and turning north on Elsmere, while he views a device. CAT boy ends up meeting the same female friend at Tim Hortons that is believed to live at 548 Moy Avenue. The resident goes home.

As he passes her, he says something unintelligible to her. Her husband comes to the back door to assist with the items she is carrying and CAT boy yells out something unintelligible while giving them the middle finger. He continues north on Elsmere Avenue.

They are driving north on Marentette Avenue to Niagara Street on their way home. As they approach the intersection, behind another car, they notice CAT boy looking at their car. He is walking east on the north side of Niagara, approaching Marentette. As they notice him, they see that he's putting on a black jacket with yellow trim at the collar. It appears to be his Caterpillar ("CAT") jacket, turned inside out. As he's finishing he leaves the sidewalk and crosses the street, heading directly for the front of their car.

As he approaches, he says "Come on" in an attempt to provoke a reaction from them. One of the residents sets her digital camera to movie mode to record video of what was going on. As soon as he sees the camera, he turns away. A few seconds later, he turns around and kicks the front bumper of the car. He turns to the side, waits for a few more seconds, then turns and kicks the bumper three more times. The other resident takes out his cell phone and dials 911. CAT boy then begins to walk east on Niagara Street, then heads north up the alley between Marentette Avenue and Elsmere Avenue.

A resident is outside mowing the lawn. She is outside the fence mowing along the sidewalk when she sees a person approaching her. As a courtesy, she stops pushing the mower as the person walks by. She does not see the person’s face initially because the sun was directly in front of her. But when the person walks by, she immediately recognizes him to be CAT boy. He flips his middle finger at her, blows smoke in her face and says “Wait until there are no cameras around bitch.” She quickly turned around and headed back in his direction to see where he was going. He crossed the street at the intersection and went into the alley off of Niagara. Police were contacted to report the incident.
