An alpha test of decentralized peer-to-peer media content delivery using distributed hash tables is currently underway, with an eye to mobile device consumption. It will take a while to deliver reliably to embedded devices but it's hard to ignore the majority of visitors use cell phones:

Sincere thanks to the Ontario Provincial Police for providing a copy of the Ontario Major Case Management Manual. While current and past revisions are to be found on the Ministry of Community Safety and Correctional Services website according to provincial law, they have not been made available. This issue should be corrected shortly.
